History of the city dates back to 1865 when three scouts were sent from Wisconsin, to find productive and inexpensive farmland that would be claimed under the Homestead Act. On May 23rd, 1866, a group of 124 settlers from the Ixonia area set out to civilize the land. They arrived at the new sit on July 15th, 1866. Within the next two years, more groups of settlers would follow to the land Norfolk lies on.
